In certain cases employees have ended up with a USC refund of more than they have paid. If an employee has a negative USC in the first pay period, please follow these instructions:
It appears that in certain cases, P2C files have very odd USC bands. Please go to the employee screen and click on the PRSI/USC tab. Check what bands have been uploaded from the P2C certificate.
Is the last band zero? (ie, lower than the one previous) like this:

We have contacted Revenue about this anomaly, but so far they have failed to respond. Until they get back to us, we have the following suggestion.
In the above example, there should probably be only one band, at 2% So everything up to the 2% cut off should be taxed at 2%. The 4% should not be there
You can change this in Payback by:
1. In the employee screen, click the Change button in the PRSI/USC tab. The Change USC rates screen will appear.
2. Overwrite the '4' in the change USC screen with a zero so it looks like this:

3. Click the 'Save' button
4. Click 'Update Employee'
We will also issue a new release that caters for scenarios where USC bands have lower values that previous bands. Note that such scenarios did not appear in the Revenue test data.
